The Northeast State Community College Foundation unveiled 11 new scholarships and welcomed eight new members to the President’s trust at a recent meeting.
Also, two new board members—Keith Bowers and Heath Guinn—were recognized.
The scholarships include endowment, annual, and book scholarships for deserving Northeast State students.

“We are thrilled to welcome our new trust members and deeply appreciative of the new Foundation scholarships that will provide ongoing support to Northeast State students,” said Megan Almaroad, director of Advancement Operations.”
The new scholarships represent $101,950 in new funds.
The new scholarships include:
- The Bob Wilson Memorial Annual Scholarship established by the Technologies Division;
- The Brent Lockhart Memorial Annual Scholarship established by his wife, Annette;
- The Campus Christian Fellowship Second Chance Book Scholarship established by the College’s Campus Christian Fellowship Club;
- The Don Carter Memorial Aviation Program Scholarship established by his daughter, Pam Phillips, and Tri-City Aviation;
- The Dorothy Zornes Sparks Endowed Scholarship established by Kay Ann and Parker Smith;
- The Girls and Boys Camp Program Scholarship established by Eastman Chemical and the Technologies Division;
- The Jack Davis Endowment established by his estate foundation;
- The Multi-Cultural Center Program Scholarship established by Linda and Kenneth Calvert;
- The Patricia Cartwright and Susan Rutledge Endowed Scholarship established by Richard Cartwright and Susie Rutledge;
- The Sue Sparks Wilson Memorial Book Scholarship established by Sue’s son, Tom Wilson; and
- The Twin City Book Scholarship established by the Twin City Club.
“These scholarships provide the means to support academically prepared and highly motivated students,” said Peter Raber, Foundation chair. “We are indebted to our donors’ commitment to help the College’s students earn degrees and enter the workforce or transfer to four-year institutions.”
The Foundation recognized eight new members of the President’s Trust. These are individuals who have contributed $10,000 or more to the Foundation.
- Susie Rutledge, wife of former Northeast State faculty member Richard Cartwright;
- The estate of Jack Davis;
- David Haga, assistant professor in the Department of Mathematics;
- James Kelly, associate professor of History;
- Connie Marshall, interim President of the College;
- Lottie Ryans and Mr. Eric Ryans, long-time supports of Northeast State;
- Virginia Salmon, librarian for the College; and
- Kay Ann and Mr. Parker Smith. Kay Ann is a retired speech/language pathologist, and Parker is retired from Eastman. He is a former member of the Tennessee Board of Regents
In other business, the Foundation greeted two new board members:
- Keith Bowers, CEO, and founder of Premier Communication Technologies. He has more than 20 years of experience in telecommunications with his fiber-optic broadband company. He developed and cultivated the first work-based learning program in the fiber-optic, structured cabling industry. Premier currently provides work-based learning for two high school student interns. He is involved with Abuse Alternative, Inc in Bristol, Tenn., YMCA of Hawkins County, Hawkins County Imagination Library, Rogersville/Hawkins County Chamber of Commerce, youth athletics, and education.
- Heath Guinn, entrepreneur and community leader, is based in Kingsport, Tenn. Over the last 20 years, Guinn has started multiple companies and continues to own four unique businesses, all located in Northeast Tennessee. Additionally, Guinn is a key member of the entrepreneur community of Northeast Tennessee and a leading voice for small businesses in the strategic visioning and planning taking place in the region. Guinn is a current member of the Kingsport Chamber Foundation Board, Educational Alignment Committee, Regionalism Committee of Northeast Tennessee, Two-county Action team for entrepreneurship in Sullivan and Washington counties, and a TNachieves mentor.
